MAINTENANCE AND OPERATION MANAGEMENT STUDY ON POLDER SYSTEM FOR FLOOD MITIGATION IN EAST SEMARANG REGION (CASE STUDY: POLDER SYSTEM OF EAST SEMARANG SIDE OF TOLL ROAD SEMARANG DEMAK SECTION I)

Flood has become an almost routine problem faced by several major cities in Indonesia in recent years, especially those on the coast and located in large river basins, such as the East Semarang region. Flood control efforts carried out in the estuary area of the East Flood Canal (BKT) and Babon Rive...

INSTITUT TEKNOLOGI BANDUNG https://digilib.itb.ac.id/gdl/view/53289 Flood has become an almost routine problem faced by several major cities in Indonesia in recent years, especially those on the coast and located in large river basins, such as the East Semarang region. Flood control efforts carried out in the estuary area of the East Flood Canal (BKT) and Babon River are by applying the polder system. The polder system was chosen because in future plans a sea wall will be built on the north coast of the East Semarang Region, Semarang City, Central Java to control flooding so that to remove water from rivers that empties into the north coast of the East Semarang Region, Semarang City, Central Java needs to be made a polder system. The components contained in this polder are retention ponds and water disposal systems that are planned to use pumps and without sluices. The sluice gate is not used because the study area is a land that has a lower elevation than sea water. This polder is designed to accommodate a 25 year return period flood. Of course, this requires optimizing the operation and maintenance of this polder system. The planning process begins with an analysis of the study locations in the estuary area of the BKT and Babon River, Semarang City. After that, a hydrological analysis is carried out to process the rainfall data into flood hydrographs. Hydraulic analysis is carried out to simulate several scenarios in which there are 3 pump operation scenarios in this study. In all three scenarios, hydraulic simulations are performed so that the best scenario can be found in terms of flood reduction and cost aspects. The selected scenario is a scenario of 4 pumps without increasing the depth of the retention pool, namely making the polder pool and its disposal using 6 pumps with 4 main pumps and 2 backup pumps with a capacity of 5 m3 / s / unit without increasing the depth of the retention pool. The next stage is to determine the operation and maintenance patterns of pumps, generators, pump housings and polder pools so that the polder system can function properly up to the specified service life. Cost calculations are carried out to obtain a budget plan so that the most optimal scenario can be determined in a period of 1 year. The total cost required to carry out operation and maintenance of the polder within 1 year is 5.201.294.432,- and Rp. 54,000,000, - for operator wages. Meanwhile, the total cost for maintaining the supporting infrastructure is Rp. 137.220.250.965,- text
