Therefore, the consumption of SOFT fuel has consistently decreased. The decline of Special Assignment Oil Fuel Type (SOFT) fuel reduces the logistics of agricultural products, fishery products, and drugs during the process of PSBB. The problem not only occur in the logistics distribution of staple goods for community needs but also influence PT Tarmina as state-owned enterprise and the economic growth of state. MNA Migas is the only institution which supervises BBM distribution in Indonesia and takes direct responsibility to the President. MNA Migas has an essential role in controlling the distribution of decreased fuel due to the spread of the COVID19 Virus by making scenario planning. The objective are to analyze and give appropriate recommendations to Assessing the Readiness of PT Tarmina(Persero) West Java’s Gas Stations to Support the Implementation of MNA Migas’ Scenario Planning using ADKAR and Organization Capability Theories. Both qualitative and quantitative research methodology is used in this research to gain information and identify alternatives for improvement of actions. The primary data gathered is from questionnaire spread to the PT Tarmina’s Employees gas stations in West Java and doing an interview with MNA Migas Employees and secondary data gathered from Journal, offline and online articles. Referring to the results of the hypothesis analysis, the component of Awareness, Knowledge, Speed, Strategic Responsiveness and Ready to Strategic Alliance have a significant effect on Organization Performance. In this study, three items occupy quadrant 1, namely "Ready to Strategic Alliance", namely item numbers X22, X23, and X24. This item has a lower score but a highly significant effect on organizational performance. The recommendations of this research are PT Tarmina Persero must oversee how scenario planning is implemented by doing weekly report, obliges to pay attention upon the changes in the oil and gas industry, provides sanctions for gas station employees and coordination between the top management and the employees. text |
