Summary:The Covid-19 pandemic has become a global issue that makes the whole world feel uneasy. Many countries have imposed lockdowns, territorial restrictions, closure of business spaces and school activities to reduce the spread of the virus that causes respiratory infections, severe pneumonia, and death. Almost all industries have fallen victim to the rapid spread of the virus. The tourism industry is one of the industries most affected by Covid-19. The government prohibits places that create crowds to open. Sari Ater is one of the tourist attractions that must be closed for months during the lockdown. Due to lockdown, people are not allowed to move from one place to another. Activities such as work and school are carried out only at home. When the government mitigated its restrictions, Sari Ater tried to get up to recover from their losses. However, there are still many tourists who are afraid to start their vacation again related to the Covid-19 issue which is still not over. The tourism ministry is trying various efforts to slowly restore its sector back. The new normal behavior was implemented after the Covid-19 virus appeared. One of its applications is to implement the CHSE protocol or clean, healthy, safety and environment which is expected to be one way to minimize the spread of the Covid-19 virus in all places including tourist attractions. In this new normal situation, the fear of tourists is one of the most visible changes in behavior. Sari Ater needs to convince their tourists to feel safe when in their recreation area. To bring up the intention to travel to Sari Ater, Author tries to analyze the phenomenon of changes in tourist behavior that occur by using the nine key concepts of tourist behavior. Using qualitative analysis and 18 respondents as the sample size, the results show that there are four unchanging concepts of tourist behavior, such as the concepts of decision-making, motivation, expectation, and trust-loyalty. In this study also found five concepts of changing tourist behavior, such as the concept of values, self-concept, attitude, perception and satisfaction.
