It has given an affect on almost all of sectors, as well the energy sector which has been significantly affected, especially on coal mining industry. The decreasing of coal demand cause the dramatically decrease of coal price, from $112/ton at the fourth quartal 2018 sharply decrease into $51/ton at the thirth quartal 2020. In facing this situation PT BC takes several tactical actions to maintain its operations. Some initiatives and changes have been taken to reduce the production cost and as an action to prevent covid-19 spread. This condition gives impact potentials in managing work safety, it is also a challenge to define an effective strategy to achieve sustainable work safety by developing the safety culture as its fundament. Evaluation is conducted to determine the existing situation and to get a general overview of problems that exist in safety culture scheme. The Safety culture scheme is divided into four pillars, there are leadership; people; process and technology. All issues will be analyzed in detail using fish bone diagram and the why method until the root causes are found. The analysis generate 9 concentration areas as main concern and resulted 47 root causes. The solution analysis is conducted, starting from identifying the linkage in each cause and effect in every concentration areas. And then, the improvement focus will be determined, and the result are 11 safety initiatives which then distribute to sistem bekerja selamat layers. In order to get an effective implementation, the activity plan is defined, and also the prioritizing analysis has been conducted before, based on the effort and the impact. In order to control the implementation, the progress and the effectiveness of initiatives will be regulary evaluated. Futhermore, at the second semester of 2020, it will be planned to do assessment to measure the increasing of safety culture maturity level as a fundament to achieve sustainable work safety. text
