<b>Abstract :</b><p align=\"justify\">Marine fish resources in \'West Java has not been utilized to the optimum extent and it reflected from the poverty of fisherman as the main producer in this sector. The problems in the management of this sector are: security, the quality of human resource, management of commercial aspect, environment, zonation and technology. This problems are identified from discussion of stakeholders, which was held by the Regional Development Planning Board of West Java. <br /> <p align=\"justify\">Delphi analysis, which involved stakeholders in West Java marine fishery sector, resulted the prior problem that should be taken care first was the management of commercial aspect. <br /> <p align=\"justify\">The poor management of commercial aspect cause the economic value of marine sea product unable to increase the welfare of fisherman. And the investors are not interested to invest in the development of this sector. <br /> <p align=\"justify\">The observation of the culture and behavior of fishermen, entrepreneurs/ businessmen, and the implementation of policy resulted 5 policy suggestion, which are distribution of incentive, authority of the region to regulate the retribution, determination of two scale of fish auction location (TPI), management of fish auction location (TPI), and standardization of quality. Borda method, which also involved stakeholders in West Java marine fishery sector, resulted management of fish auction location is the suggestion policy to solve the problem in the management of commercial aspect.
