Frequency management is a method of managing, structuring and monitoring the use of frequency as effectively and efficiently as possible in order to deliver social benefits to the state and society at large. The term radio spectrum usually applies to the entire frequency range from 3 kHz to 300 GHz that can be used for wireless communication. With the rising use of digital technologies, the country's infrastructure and economy have improved tremendously. In addition, continuous technical advances have opened up a number of new uses for the spectrum. The specifications of the 5G network and technology will become the key for Indonesia's development, offering new possibilities, advantages and solutions to the problems in Indonesia and also the need for rules and regulations to ensure that operators play a role in promoting the 5G industry. To this end the Government will build and develop a 5G network that can be used immediately by telecommunication companies and the wider population through the Ministry of communications and informatics. The issue within the Ministry of Communications and Informatics can be resolved by the use of business ecosystem and pestel analysis approaches, which include three variety key assessments for determining value creation in the business ecosystem that is growing in the core business, extending the network and creating an end-to-end solution. Research has a range of solutions and suggestions to resolve the problem within the Ministry of Communications and Informatics related to spectrum frequency with a view to growing public service, making regulation more flexible, promoting the needs of telecommunication operator customers and offering incentives that can promote investor interest in developing telecommunications. text
