For implementing asset maintenance, the company uses risk-based inspection (RBI), one part of asset integrity management (AIM), that manages the risk of assets. However, the maintenance asset of the company is in the transition phase from time-based to risk-based. Also, the company uses the spreadsheet calculation to conduct a risk analysis of its assets. The application both of them require a large amount of money, considering that assets are treated equally without considering risk priority, and they need more workforces and time. Based on that condition, this research has objective to improve the cost-efficiency of asset maintenance in PGN, to assist PGN in implementation of maintenance system based on risk analysis, to increase the competitiveness of PGN globally, and create potentially a new market and become a new revenue stream of the company. The cost-efficiency will focus on the implementation of risk analysis, from spreadsheet calculation to advanced technology calculation. This research uses gathering data through the interview as the primary data to analyze the engineering calculation between manual risk analysis using the spreadsheet and advanced risk analysis using software (SERSO). The author is trying to use PESTEL Analysis to explain SERSO development, which the political, technological, and legal factors can be related. In political and legal factor, the company must implement the MEMR Regulation No. 18/2018 to conduct risk analysis of its assets. In technological factor, SERSO is a web-based software and advanced technology, with fast calculation. The cost-benefit analysis using Monte Carlo simulation is conducted to compare the cost implementation between spreadsheet and SERSO. For benefit analysis, there can be explained that SERSO is giving the quality that using international standard API 581, the delivery of SERSO output is risk management, the safety with reducing the high risk of assets, and technology of the SERSO used is web-based. From the result of cost-benefit analysis using Monte Carlo simulation, there is an efficiency percentage and efficiency value of the SERSO. The implementation of RBI analysis using SERSO will give an efficiency percentage with a minimum is 25%, the maximum is 36%, and with the certainty, the level is 90.1%. Then, SERSO will give efficiency values with a minimum is IDR 4.7 billion, the maximum is IDR 7.5 billion, and with the certainty, the level is 90.0%. SERSO also will assist PGN in implementing a maintenance system based on risk analysis, and create potentially a new market and become a new revenue stream of the company. SERSO is recommended for the company to improve the cost-efficiency of the implementation of risk analysis. The cost-efficiency analysis should be continued after the implementation of SERSO recommendation related to operation and maintenance cost reduction. The implementation of RBI should be periodically updated as a lifecycle for ensuring the security, safety, and reliability of the company’s assets. text |
