Summary:<b>Abstract</b>: <p align=\"justify\"> <br /> The most popular information sistem using the telephone is Voice Response System (VRS), where the information was presented as voice, and menu option selected by pressing the telephone keypad. In this system, voice information was generated by recorded words. For many users, this system is not comfortable and natural enough, especialy when using wireless or handphone to access the information. For the service provider, its too difficult to change menu option, replace or repair the damage of recorded voice data.<p align=\"justify\"> <br /> This thesis conduct design and implementation telephone billing information system accessed by speech. The system uses speech recognition technology to replace keypad pressing and Text to Speech for presenting information. This Text to Speech engine have Bahasa Indonesia database. The dialogue process was designed for Indonesian daily conversation by arranging the grammar. <br /> With this method, we hope user can more comfortable and the dialogue will be more natural and the sistem management and maintenance flexibility can be increased. <br /> Implementation and examination of the protoype which has been done show that this prorotype work properly and the result meet the requirement as expected the system design.
