Summary: | Disaster risk assessment is carried out to assess the level of disaster risk in an area
and can be used for planning and determining disaster mitigation efforts in the
area. Many studies have developed disaster risk analysis methods, ranging from
technocratic to participatory approaches. The participatory approach that has
been taken is still limited as project based. Participatory approaches in disaster
risk assessments are mostly conducted in the experienced community. In planning
theory, there is a collaborative approach that emphasizes dialogue among
stakeholders as well as consensus. This research attempts to adopt a collaborative
approach in disaster risk assessment at the community level. Therefore, the aim of
this research is to develop a collaborative model for earthquake risk assessment at
community level as well as stakeholders who can be involved in the process. The
quantitative approach is used to obtain an overview of community perceptions of
the level of disaster risk in the area, while the qualitative approach is used to dig
deeper information and construct a model based on the information obtained.
Based on the findings, it can be concluded that what distinguishes this collaborative
model from a participatory approach in disaster risk assessment at the community
level is the additional phase of selection the facilitators who are trusted by the
community and equalization of knowledge based on risk factors as one of
collaborative approach’s requirement. The scientific contribution that will be
provided in this research is to enrich views on collaborative planning, especially in
disaster analysis, and provide a new approach in developing participatory steps in
disaster risk assessment in the community. |
