DETERMINATION OF OBSTACLES FACTOR TOWARDS CONTROLLED LANDFILL OR SANITARY LANDFILL IMPLEMENTATION IN BALI PROVINCE WITH MULTICRITERIA ANALYSIS ELECTRE III METHOD

Bali, one of the provinces in Indonesia, is facing a waste conflict. The final processing site (TPA), TPA Regional Sarbagita Suwung was burned, so for several days the garbage trucks were not permitted to enter the TPA by residents. Overcoming this problem, central government and regional government have the obligation to guarantee the implementation of good and environmental-friendly municipal solid waste management refer to Law No. 18 /2008. It refers to the final processing system which is safe and environmental-friendly, sanitary landfill (LUS) or at least a controlled landfill (LUT). Article 44 states that the local government must close TPA that uses an open dumping system no later than 5 years from the enactment of this law, but until 12 years of being passed, Bali Province has not yet implemented LUT or LUS. Therefore, this research is important to be done to find the inhibiting factors in applying LUT or LUS by using the Multicriteria ELECTRE III. Data obtained through open questionnaires with online and direct interviews to look for factors that hinder the implementation of LUT or LUS with respondents of central Government (4 ministries/institutions), regional Government (39 samples from 4 agencies in all districts/cities), and Professionals (2 colleges). The factors are formulated based on five aspects, namely technical, institutional, financial, regulatory as well as community and private participation. Through the ELECTRE III multi criteria analysis approach, the factors will be ranked according to the highest rank which affects the inhibition of the implementation of LUT or LUS in Bali Province. The factor with the highest ranking is a major constraint. The results of the research show that the main obstacle to the obstruction of implementation of LUT or LUS in Bali Province is in the aspect of financing with inappropriate levy rates and low realization of withdrawals to the public. This research contributes in finding root causes in developing environmental-friendly TPA in Bali Province.
