Those challenges can be solve by streamlining network management and processes, bringing new services online quickly and delivering high quality of service consistently. <br /> One of the solution that might help service provider to reduce operating costs and to increase customer satifsaction is Service Management System ( SMS ). However, currently International Telecommunication Union ( ITU ) has not yet defined the SMS specification completely. Therefore telecommunication service provider needs to define SMS specification which is agree with company\'s requirement, to evaluate technology availability by the vendor and to decide the impelementation strategy. <br /> In this thesis we make Service Management System planning for telecommunication service provider to obtain its design and specification of service management system, to evaluate the technology availability and to decide the implementation strategy. The Evaluation of technology availability is conducted by comparing the solution from several vendors. The decision in determining the strategy of implementation is conducted by assessing the factors which affecting the decision in the technology acquisition. <br /> The outcome of this thesis is that SMS is required by the company and outsourcing is the best strategy of implementation for recent company condition.<p align=\"justify\"> <br /> text
