Forest Utilization Permit Implementation/Izin Pemanfaatan Hutan Perhutanan Sosial (IPHPS) is a scheme which aims to improve community welfare by granting land management access in the Perum Perhutani work area. However, this has not been achieved in the implementation of IPHPS byWono Lestari and Wono Lestari II Forest Farmer Groups/Kelompok Tani Hutan (KTH), Boyolali Regency, Central Java since its establishment in 2017 until 2019. One of the important principles in realizing IPHPS is to facilitate farmers with assistance which can oversee the development of KTH in sustainable forest management. However, the assistance which carried out by Lembaga Wana Abadi (LWA) for KTH Wono Lestari and Wono Lestari II have not been properly identified. Due to this gap, it is necessary to formulate assistance strategies in the implementation of IPHPS by KTH Wono Lestari and Wono Lestari II. This research aims to 1) identifying of IPHPS assistance activities; 2) analyzing of stakeholder management strategies in IPHPS assistance activities; 3) designing alternative strategies in IPHPS assistance activities.
Data were collected by means of observation, semi-structured interview and document study by purposive sampling of 35 respondents. Based on conceptioning analysis and qualitative data analysis, the results of assistance activities identification that have been carried out are obtained namely, 1) in pre-permit preparation aspect are in the form of connecting to resources, designing programs for improving socio-economic life, building reciprocal relationships, and protecting rights and minimizing conflicts; 2) in area management aspect are in the form of connecting to resources, designing programs for improvement of socio-economic life, and protecting rights and minimizing conflicts; 3) in business management aspect are in the form of connecting to resources, increasing empowerment and independence, and designing programs for improving socio-economic life; 4) in institutional management aspect are in the form of connecting to resources, building reciprocal relationships, and protecting rights and minimizing conflicts.
Based on stakeholder analysis, stakeholder management strategies in IPHPS assistance are 1) first priority involvement of Direktorat Jenderal Perhutanan Sosial dan Kemitraan Lingkungan (Ditjen PSKL), Badan Penyuluh dan Pengembangan Sumber Daya Manusia (BP2SDM), village officials, LWA, KTH Wono Lestari and Wono Lestari II as supportive definitive stakeholders; 2) second priority involvement of Kesatuan Pemangkuan Hutan (KPH) Telawa as supportive expectant-dangerous stakeholder; 3) third priority involvement of financial institutions as supportive latent-dormant stakeholder, academics as supportive latent-discretionary stakeholder, and Cabang Dinas Kehutanan (CDK) Jawa Tengah Wilayah III as supportive latent-demanding stakeholder; 4) without taking action for BUMS as a marginal non-stakeholder.
Based on Strengths-Weaknesses-Opportunities-Threats (SWOT) analysis, Internal Factor Evaluation (IFE) Matrix and External Factor Evaluation (EFE) Matrix, Internal External (IE) Matrix and Quantitative Strategic Planning Matrix (QSPM), alternative strategies can be obtained by its priority in IPHPS assistance are 1) increasing motivation for self-development and business, increasing self-understanding of potential, decision-making ability, management, and technology through coaching submissions to Ditjen PSKL and BP2SDM; 2) increasing the independence of business management through cooperation with KPH Telawa; 3) improving communication with Ditjen PSKL and BP2SDM in requests for assistance according to KTH needs; 4) initiating financial analysis skills training which are carried out through group centered learning method by adhering to health protocols; 5) initiating communication in preparation for cooperation with BUMS and another financial institutions according to KTH needs.
