One of the ways to provide the information is by providing free to air TV. However, broadcasting technology implemented in Indonesia still uses old technology, analogue technology. In order to save frequency usage and improve program quality, digital broadcast technology (DVB-T2) must be adopted. The change of technology from analogue to digital has an impact not only on infrastructure, but also on the broadcasting business itself. The business that is most affected is TV broadcaster where the roles between content providers and network operators will be separated. This is because digital technology able to distribute more than 1 program in 1 frequency. Network operators are very important because they are the "soul" in the distribution of broadcast content to the public. For this reason, regulations, business models and supervision of network operators must be fair and professional. PESTEL analysis will be used to see the current condition (National wide) and to find out the outline problems faced in Indonesia. Then interviews and surveys will be conducted regarding what network delivery methods are suitable for implementation in Indonesia (Single MUX, Multi MUX or others), what obstacles may arise, strategies to accelerate implementation and other potentials in digital technology. The results of the main data (interviews and surveys) and supporting data were analysed using a SWOT analysis and transformed into a TOWS analysis to obtain strategies that could be implemented by the government and TV broadcaster. In conclusion that implementation in Indonesia should use Single MUX and Multi MUX according to the service area. Barriers that may arise such as high implementation costs and too short time (2 years) to Analogue Switch Off (ASO) as well as human resources must be resolved as soon as possible. For the derivative regulations of the Law “CIPTA KERJA” which regulates ASO, the government must immediately make it, considering the simulcast period is only 2 years. text
