PT Telkom Akses has 5 types of portfolios and expertise ranging from fiber optic network planning, broadband network development, fiber optic network installation for home (Indihome) and corporate, network operation and maintenance also warehouse management for storage of telecommunication equipment.
Since its establishment in 2012 to 2020, PT Telkom Akses revenue has come from the internal business activities of Telkom Group through the CAPEX and OPEX budgets of PT Telkom Indonesia,Tbk., where PT Telkom Akses is given responsibility as a subsidiary that supports the management of PT Telkom Indonesia's access network and PT Telkom Akses is expected to have a cost efficiency impact on network management in the Telkom Group.
In 2020, PT Telkom Akses's financial performance a significant decline due to the decrease in the CAPEX and OPEX budget allocations of PT Telkom Indonesia,Tbk. So that in 2021 PT Telkom Akses plans to get revenue from external business markets outside the Telkom Group to increase revenue while maintaining the company's performance in supporting the Telkom Group business. This is in line with the Telkom Group strategy that has been determined in the Telkom Group Corporate Strategy Scenario (CSS) document for 2020-2024.
In running its business in the field of telecommunications services, the human capital aspect is an important aspect of the company, where PT Telkom Akses currently has more than 17,500 employees and has more than 412 partners (more than 32,000 employees). In managing large human resources, preparing the company to enter the external business market and maintaining existing business operations, it is necessary to align individual and organizational cultural values that support better corporate performance.
To be able to measure the health level of the organizational culture, the harmony of individual and company culture, and to identify undesirable cultural values in PT Telkom Akses, the author uses Cultural Transformation Tools (CTT) method from Richard Barret. This measurement will calculate how much negative energy or entropy value at PT Telkom Akses based on 7 levels of individual awareness, corporate cultural values and access to organizational capabilities to support running a business in the future.
In this final project to ensure the validity of the data in the measurement of entropy surveys, the author use stratified random sampling per work area by taking into account the composition of age, gender, education and employee status for each region and determine the number of samples per work area. The author also determines the number of samples per region using the Slovin formula to obtain a valid cultural entropy index according to the work area of PT Telkom Akses employees.
This research has resulted that the national entropy value of PT Telkom Akses in 2020 is 5.73% (below 10%) which means that the health of the organizational culture of PT Telkom Akses is at the level of a healthy and productive organizational culture. The organizational culture health of PT Telkom Akses has high positive energy and supports the achievement of an effective and efficient organizational performance. This can be one of the good assets for PT Telkom Akses to be able to compete in business in the external market and increase the company's revenue in 2021.
In this study it was also found that the entropy value for employees with Indefinite Time Work Agreement or permanent employees (PKWTT) and employees in the Head Office work area shows the greatest entropy value and is above the national average. Based on the data in this study, in order to reduce the entropy value, the author provide a cultural improvement program planning in the implementation plan which is expected to increase the health value of the organizational culture of PT Telkom Akses and support the improvement of the company's business performance. |
