Based on the concession permit through the Coal Mining Exploitation Work Agreement (PKP2B) issued on April 26, 1983, PT XYZ has a mining area of 118,400 hectares, which is valid 2025. PT XYZ also supplies coal for the electricity needs of Regency B, one of which is for a power plant. Steam (PLTU). Besides, PT XYZ contributed significantly to the economic growth of the people of Regency B, including providing jobs, opening business opportunities, helping infrastructure and regional income. As part of the PT XYZ concession, the site G mine will operate in 2019 after almost three years of being delayed from the original plan, even though PT XYZ already has AMDAL permit basis operations and other permits. This is due to community rejection due to land ownership claims by communities in the Forestry Cultivation Area based on cultivated letters issued in the area. According to the statutory regulations, it is prohibited to control and publish information about forest products' legality without rights by article 28 letter f and article 105 of the Invitation Law No. and or occupying forest areas illegally. On this basis, PT XYZ was unable to realize the community's demands because it violated the law. For this solution, the researcher looks at the political, economic, social, technological, environmental, and legal basis using PESTEL analysis to know the root of the problem that occurs to be analyzed more deeply so that the solution to the problem is integrated using 5 Whys. The resolution of this project's root causes uses references to forestry laws and regulations, conflict resolution, and stakeholder theory. The division of tasks to the company's internal departments and activities carried out in solving problems is also integrated with the pr oblem's r oot. In t he division of functions and t heir steps, this project uses the cheese theory reference to be well controlled by management and corrected immediately if a mismatch is found in t he work step activity plan. These methods and references help PT XYZ solve problems, including that Kampung G has withdrawn the cultivated letter issued in the Forestry Cultivation Area. The Regional Government has issued a Regional Regulation on the Implementation of State Land ii Tenure Administration. The community is well socialized about the Forest Cultivation Area regulations XYZ can operate and support Kampung G and the community. text |
