<pAbstract:<p align="justify"> <br /> <br /> <br /> <br /> The main problem of waste management in Serang City is the increasing of waste quantity, together with the increasing of population and community economic activities. Waste management in Serang in this time is using a landfill system, which is causes a lot of problem, such as, that system is not optimal in receive waste of Serang community, which is effects on population andd disturbance of other environmental aesthetics, that cause protest from people around landfill, and need large area.<p align="justify"> <br /> <br /> <br /> <br /> The aim of this research is to formulate stakeholder function in waste recycle management at TPA Cilowong, as a strive to promote waste recycle activity at TPA Cilowong. This research target is to identify informal sector and formal sector of stakeholder, and identify the relation of stakeholder based on interest, influence and its consequence on waste recycle process at TPA Cilowong. <br /> <p align="justify"> <br /> <br /> <br /> The identification of waste recycle stakeholder who involved, consist of two groups stakeholder, are : (1) Main stakeholder, consist of garbage-collect man, chief of garbage, vendor, and industry/factory. (2) Supporting stakeholder, consist of Kimpraswil Department, BPPT, Subdin K3 Serang, KLH Serang City and NGO (Walhi). <br /> <p align="justify"> <br /> <br /> <br /> The formal sector and informal sector stakeholder function in waste recycle management, among others : (1) Formal sector : The management of waste system that give big heaviness at recycle strive. The local government is expected to make a policy about recycle. Ready to supplied at the downstream industry or all at once transformed become a part of product. Involve all of stakeholder either in its technical planning or implementation and development. Develop technology that give the process of product diversification which is has good quality efficiently. (2) Informal sector : Collectors of recycle in TPA Cilowong, in their activity aware of health principles, safety and security, and aesthetics environment continuously. <br /> <br /> The recommendation that can be gave for<p align="justify"> <br /> <br /> formal sector and informal sector among others: do homogeneity and high quality of waste hygienic that will be recycled as soon as possible. Involving the private sector to participate invest in recycle activity. Establish the facilities of waste recycle at the city level, waste separation of TPSS and waste separation at their source.
