Summary:The determination of elastic dynamic geotechnical properties and Vs30 of soil and rock from seismic waves can be used for seismic site responsse and rock stiffness. This study evaluated the suggested locations for candidates for the capital city of Indonesia in the Sepaku area, Penajam Paser Utara district, East Kalimantan. The geology of the study area is consists of interlaminated sand with silt and clay. Assessment of soil elastic dynamic geothechnical properties and Vs30 in subsurface lithology are used to support the evaluation of geotechnical competence and foundation design. The interpretation of P-wave and S-wave velocity profiles were obtained using direct, interval, interval modified, and refracted ray path method were calculated to described soil stiffness and obtained strong Vs profile. The method which produces a reliable Vs profile is raypat refracted method. The site was classified based on SNI 1726:2019 as SD soil site class (medium)Dynamic elastic and geotechnical parameters are calculated and weighted to determine zone which has the best quality competency soil. The best quality competencies in the research area are located at depths of 15m and 25-30m.
