Summary:Based on the existing literatur, there is no adequate readiness measuring instrument of industry 4.0 specifically for the research, development and engineering center (Litbangyasa) sector. However, for internal purposes the Inspectorate General of the Ministry of Industry, namely Inspectorate III as the supervisory unit of the Industrial Research and Development Center (BPPI), Balai Besar and Baristand Industri the Ministry of Industry has conducted an assessment of the readiness of Balai Besar and Baristand Industri in facing Industry 4.0, although there are still many aspects of the feasibility of a model that have not been fulfilled from the assessment tools. Subject of this research is Balai Besar Bahan dan barang Teknik (B4T) Bandung. This assessment tool development stage follows the concept of maturity model development. Referring to applied basic and supporting models, there are still gaps that need to be filled, for example the basic model needs to be completed with the number of levels, a description of the level, a description of the characteristics per level and an explanation of the items. All of referred models do not yet have detailed measurement of the skill set which is essential in Industry 4.0. This research focuses on the aspects of people and organizations. The results of development of readiness assessment tool for Industry 4.0 at Litbangyasa consisted of two pillars and ten dimensions, namely the people pillar consisting of seven dimensions, namely cognitive abilities, system skills, complex problem solving skills, content skills, process skills, social skills, resource management skills, then the organizational pillar consists of 3 dimensions, namely culture, strategy, leadership. The readiness levels are 0 (outsider) to 5 (top performer). As many as 35 valid items for the people pillar and 22 items for the organization pillar. The result of reliability test is 0.954 which means it is very reliable. The B4T Bandung as a research subject is at the level of readiness 4 (expert) for the people pillar and level 3 (intermediate) for the organization pillar.
