<p>Abstract:<p align=\"justify\"> <br /> Variability makes not all of the product that receive by consumer conform to their need. This need is the target must reached by product quality. Every deviation from the target gives consumer\'s unsatisfied and it will make a loss. Optimal specification is a specification that balancing the trade off between consumer and producer needs. <br /> <br /> This research deal with economic model of 100% inspection procedure. This inspection procedure has two stages and two quality characteristic variables. The result from inspection was a decision not just to group a product in the conforming product and non conforming product but also the classification from conforming product. <br /> <br /> Analysis the model show that we can receive an optimal specification that minimize total cost expectation. Analysis the implementation of model at PT ABN as a case study gives the fact that the company need to change the target for classification product. Classification conforming product will decrease product. reject.
