In this paper, we propose a framework to form clusters between UE and APs and pilot assignment that takes the maximum number of UEs that can be served by each AP into consideration. The proposed algorithm outperforms benchmark algorithm in terms of 95%-likely per-user SE when the number of UEs is massive. text
