<b>Abstract :</b> <p align=\"justify\"> <br /> Construction Industries is one of the important component in economic of the country, contribution of construction industries raises in a line with economic progression of the country. Construction industries especially small and medium contractors have a important role in process of growth domestic product (have a big population if seen from list of national registration issues by LPJK).<p align=\"justify\"> On 1999 government has issues UU No. 22/1999 or known as district autonomy act, later on 2000 government issued PP No. 30/2000 (regulation of government about establishment in construction industries ) be a bench mark to establish construction industries in Indonesian. By validity and be done of district autonomy act and PP no. 30/2000 should be able to increases of construction industries especially small and medium contractors at their district. This thing caused by oppurtinity more opened in a district , and the regulation aim for the orderlines in construction industries was ran, but at the present construction industrie generally still weak especially small and medium contractors like a competency limited in technology and management, less of quality of human resources , and funding limited. It will be difficulty for small and medium contractors to develop their competence.<p align=\"justify\"> <br /> This research aim to knowing many factors have a causes problems in development competence of small and medium contractors in a district especially Bandung Regency. The factors should be able to input to the parties who have related in formulate development comptence small and medium contractors in Bandung Regency. <br />
