The development of a cultural heritage district is an effort to increase the value and potential of the cultural heritage in it so that it can become a livelihood for the community. However, socio-economic development becomes a conflict in carrying out conservation, in some cases activities to develop preservation principles are often neglected. The Yap-Loen Cluster district, which has a fairly massive economic activity, has a high enough potential for changes in the character and atmosphere of the district that has been well-preserved. The absence of an explanation regarding the character of the Yap-Loen Cluster and the identification of cultural heritage buildings in it makes a greater threat to changes in the character of the district. To conserve cultural heritage districts from the pressures of physical, social, and economic changes, guidance is needed to control the district and buildings, both in revitalization and adaptation activities. This study aims to formulate guidelines for the development of the Yap-Loen cluster Chinatown cultural heritage district. The formulation of these guidelines is carried out by looking at the concepts of guidelines for the development of Chinatown cultural heritage districts, reviewing the characteristics and conditions of the districts and buildings in them, formulating the character-forming components of the Chinatown cultural heritage district, and formulating the rules for the development of the Chinatown cultural heritage district. The method used in this research is a qualitative method with a normative approach and supply & demand through empirical review. The analysis in the study was carried out using content analysis and descriptive analysis. This research produce development guidelines for the Chinatown cultural heritage district of the Yap-Loen Cluster which includes the objectives of the guidelines, principles, and development rules formulated based on the characterforming components consisting of district components and building components.
