The characteristics of the virus that spreads rapidly from a short distance has made people start using bicycles as an alternative mode of transportation, that is relatively safer compared to crowded public transportation. The increasing need for cyclists has made policy makers need to accommodate rising needs by providing safe and comfortable bicycle facilities. The security aspect of policies related to bicycle path planning in Indonesia is of particular concern with the issuance of the Keputusan Menteri Perhubungan Nomor 59 Tahun 2020 which regulates the safety of cyclists. Therefore, the purpose of this study is to investigate further how policies and regulations related to cycling mode planning to improve the safety of cyclists from existing regulations and policies in Indonesia by looking at bicycle path planning standards with studies of precedents in other areas or studies related to safety aspects so as to produce criteria and indicators. related to cycling mode planning to improve cycling safety. This study made observations to see the suitability of existing conditions against the criteria and indicators of cycling safety in the city of Bandung. This study also uses data from a questionnaire organized by the Bandung City Department of Transportation to see the perceptions and behavior of cyclists in the city of Bandung as well as other studies related to the perceptions and behavior of cyclists in improving safety aspects. Through observation, the results of the conformity of existing conditions with the criteria and indicators are indicators that still have sufficient and bad scores and the quality of the criteria and indicators of cycling safety in Bandung City is unequal. Furthermore, triangulation was carried out with the results of a questionnaire related to the perceptions and behavior of bicycle users in the city of Bandung as well as studies in general. The results of this triangulation are that several cycling safety criteria and indicators have an important effect on cyclist safety. The gap that occurs between the existing conditions and the conditions expected from the bicycle path planning standards and the study of the perceptions of cyclist safety is used as a recommendation to evaluate policies related to cyclist safety in Indonesia or input to the local government of Bandung City. Based on the results of the study, there is a gap between criteria and indicators based on empirical precedent studies that have not been regulated in policies related to cycling mode planning in Indonesia, gaps between existing conditions of cycling safety criteria and indicators and indicator criteria according to cycling mode planning standards where the quality of the cycling mode is not evenly distributed. in the city of Bandung, as well as the gap between the criteria and indicators in accordance with the standard cycling mode planning with a study of the perceptions and behavior of bicycle users in improving cyclist safety where there are criteria and indicators that are considered to have an effect on the safety of cyclists. text |
