EVALUATION OF THE SYNCHRONIZATION PROGRAM DIRECTIONS FOR SPACE UTILIZATION REGIONAL SPATIAL PLAN IN PEMATANGSIANTAR CITY

Urban planning embodied in the Regional Spatial Planning (RTRW) is a thought and implementative activity to accommodate new needs in the future. In implementing the RTRW, which is important and needs to be the main concern is how to realize the RTRW in regional development programs. The realization of the RTRW program is carried out by synchronizing the RTRW space utilization directive program with the programs in the development plans and the regional development programs. Pematangsiantar City as the second largest city in North Sumatra Province is experiencing a fairly large urban development supported by its strategic position towards the National Strategic Area (KSN) of Lake Toba and its surroundings as well as the Special Economic Zone (KEK) Sei Mangkei. The research problem is the unknown synchronization program of the Pematangsiantar City RTRW in the programs development plans and regional development programs. This study aims to evaluate the effectiveness of synchronization program directions for the space utilization of regional spatial planning (RTRW) in the programs development plans and regional development programs in Pematangsiantar City. The method used is a qualitative descriptive research method. The analytical method used is analysis of the synchronization program directions for space utilization regional spatial plan Pematangsiantar City in the RPJMD, RKPD, and Regional Development Programs; and analysis of the factors that influence the synchronization program directions for space utilization RTRW Pematangsiantar City. The results of the analysis show that the synchronization program directions for space utilization of Regional Spatial Planning (RTRW) the Pematangsiantar City 2012-2032 has not been effectively realized, both in the development plan and in the regional development program in Pematangsiantar City. The synchronization of the Pematangsiantar City RTRW program with regional development program budgeting until 2020 is still low with only 54.55% of the program being synchronized. The mismatch between the location of the program / regional development activity with the RTRW Pematangsiantar City is quite large at 91.13%. Only 66.67% of the implementing organizations indicated that the RTRWiv program was a priority development program. The actual indication of the Pematangsiantar City RTRW program is only 25.97% based on suitability at the time of implementation. The incompatibility of the nomenclature of the Pematangsiantar City RTRW program indication with the nomenclature budgeting also makes the program indication the Pematangsiantar City RTRW is difficult to synchronize. The factors that influence the synchronization program directions for space utilization for Pematangsiantar City are the quality of the plan, the capacity of the planning institution, the capacity of the implementing organization, and the quality of the implementing staff.
