The Chief of INP, through the National Police Grand Strategy program, supports government policy by implementing IT in the implementation of police duties. There are already many software or applications in the INP which aim to facilitate the police's duties, but there are still problems in INP's software in its implementation, and principal issues are still found based on the measurement of NPGI. To solve this problem, INP needs a software development governance design that has strong security of information. This study discusses the design of recommendations for software development governance in INP whose information security is guaranteed. The framework used in this study is ISO/IEC/IEEE 12207: 2017 and ISO/IEC 27001: 2013, and the software development method uses the SDLC waterfall model. The result of this study is a software development governance recommendation document which in its implementation, guarantees information security. This recommendation document will later become a reference for the police chief in preparing for a software development project at INP.
