<p>Abstrack:<p align="justify"> <br /> <br /> <br /> The shift function of Cimahi City from the administrative city into the autonomous city calls for the city to change and develop its region. Both the changing and development of Cimahi City's region have to be in line with land use plan of the city (RTRWK). Consequently, the new land use plan concerning the changing and development of Cimahi City's region requires sufficient transportation facilities and infrastructures.<p align="justify"> <br /> The role of Cimahi City's road network is becoming more important to promote the city's economic growth and the welfare of the people who reside in the city. However, local government of Cimahi City has a limited fund source to improve its road network. So far, the fund source for improving Cimahi City's road network mainly comes from the regional budget (APBD/APBN). Therefore, it is necessary to conduct a study to identify the fund source alternatives to finance the road network management of Cimahi city.<p align="justify"> <br /> On the basis of performance indicators, the condition of road development in Cimahi City is categorized below the minimum standard established by the Minimum Standard of Road Service (SPM) Division, in terms of Road Networks and as far as the road links. These data are then used to arrange the programs and their budgets to meet the minimum requirements of the SPM. It is recommended that the local government of Cimahi City conduct a study on fund source alternatives to manage the road network of Cimahi City. Further, it is suggested that the local government carry out a study the covers (1) the concept for road fund source alternatives, (2) road-related taxes and retributions, and (3) fund sharing between the local government of Cimahi City and the private investors.
