<b>Abstract</b><p align="justify"> <br /> The deterioration of road pavement condition shall always occur which is among other caused the traffic burden. This must be considered cautiously and effort to take pavement maintenance routinely and periodically on-time must be carried out to prevent the deterioration of serious condition again so that it requires larger cost. Urban Road Management System (URMS) has peen developed by the General Directorate of Urban and Rural System of Kimpraswil Departement, is a part in urban road management that is as a bank and processing data as well as for processing a programming and calculating cost of handling the maintenance program per each year.<p align="justify"> <br /> <br /> The purpose of this Thesis is to analyze the need for maintenance budget in 2005 budget budgetary year for Palasari, Pangeran Sugih and Prabu Gajah Agung roads in Kabupaten Sumedang, as consequence of unsatisfying the need for maintenance program budget in 2004 budgetary year.<p align="justify"> <br /> <br /> The result of study indicated that implementation of maintenance program in 2004 budgetary year for those three roads are only met by 27.93 per cent of required budget. The impact is on significant deterioration condition until exceeding tolerate able limit, which is stated in IRI value and traffic speed value in those three roads have surpassed minimum value that is estabilished in Standar Pelayanan Minimum (SPM). And, rise in money that was required in 2005 budgetary year by 458.11 per cent occurred to improved the condition of those three roads in SPM, from the need for 2005 budget which if maintenance program of 2004 was met by 100 per cent.<p align="justify"> <br /> <br />
