Description
Summary:Nowadays, Aircraft Services is facing a problem triggered from their Logistic and Procurement function. There are so many materials, standard parts, and components which overstocked and still kept at warehouse for a long time and waiting to be used as an Order Processing (OP) or Sales Order (SO). This were happened due to the selection process of vendor that mostly prefer “Cost” factor rather than “Quality” and “Delivery” due to the absences of statistical system/ tools that could be used to support the decision. There is always a possibility that Aircraft Services could get the cheapest price from several vendors but it has to be followed with their Minimum Order Quantity (MOQ) requirement. This condition could bring the overstocked in Logistic function, considering that buying the cheapest materials, standard parts, or components could be followed by the unnecessary items which had to be stocked in warehouse. In 2013 and 2014, Procurement function of Aircraft Services had issued a Purchase Order (PO) to several vendors to order 240 cans of transmission oil (Part Number: ROYCO555) for 17 unit of NBell-412 helicopter for TNI-AD that should be assembled in 2014 – 2015. Due to any miss – calculation, there are 238 cans of transmission oil that were not used and has been expired in 2019. By that time, Aircraft Services had lost about IDR 46,5 million. In 2019, Procurement function had issued another PO to a vendor to order 168 can of ROYCO555 for 9 unit of Bell-412 EPI for TNI-AD that should be assembled in 2020 – 2021. Learning from the past, Procurement function should involve every factors (Quality, Cost, Delivery) and had it compared by using Multi-Criteria Decision Making (MCDM) methods before deciding to issued a PO to a selected vendor. That’s why the Procurement function of Aircraft Services should had a statistical system/ tools that could be used to automatically – select a vendor based on its specific needs.
