PENENTUAN PRIORITAS KECAMATAN CALON LOKASI IBUKOTA KABUPATEN BANDUNG BARAT

<b>Abstract</b> : <p align=\"justify\"> <br /> The euphoria of \"otonomi daerah\" that happen recently, has been cause formed many new province and regency/town in Indonesia. Bandung Regency area as member of Jawa Barat Province faces that condition. The public aspiration in field want to split the area of Bandung Regency to be Bandung Regency and West Bandung Regency, and now the process of formed look like just waiting time. The formed of West Bandung Regency as new regency give a consequence to decide area for location of Capital Regency. <p align=\"justify\"> <br /> The objective of this research is to make priority sub district as candidate for location of capital West Bandung Regency. For there objective has been decide three candidate sub district for candidate of location, which criteria are: strategic position of sub district, accessibility of sub district, availability of public facility and recommendation by Team Consortium College (TCC) about research of \"The Structuring Area of Bandung Regency\". The method that used in this research is Scalogram technique by use three group of variable, that is: a). internal potential of sub district; b): optimal location of sub district and c). Investment cost that need in each sub district as candidate for capital location. The analysis for this group is doing by use method that decides before. Scoring method used for group of internal potential variable sub district, P-median for group of optimal location variable and cost counting for group of investment cost variable. The result of each assessment is: the highest score is for Sub district of Padalarang and then Batujajar and last is Cililin. From the assessment of optimal location, sub district of Batujajar are most optimal location for capital regency and followed by Padalarang and then Cililin, whereas based on cost counting of investment, the smallest investment is in Cililin sub district and followed by Batujajar and then Padalarang. Analysis continued by use Scalogram technique to decide sub district priority for Capital location of west Bandung Regency: From analysis of Scalogram, found that first priority for capital location West Bandung Regency are sub district of Padalarang and followed by Batujajar and then Cililin.
