Summary:PT. X is a state-owned plantation engaged in the Agribusiness and Agroindustry sectors with business activities covering cultivation, land preparation, nursery, planting, maintenance, processing and selling of plantation commodities, and optimization of resource utilization. In order to improve the company's performance in the future, PT. X has four groups of restructuring plans, including restructuring in the areas of human resources, operations, finance and marketing. In accordance with the initial proposal of the 2019-2023 RJPP that 2021 is the second phase included in the company's restructuring stage. The target of PT. X in this phase is not only a healthy company but also sustainable. To achieve this target, PT. X strives to make the strategy formulated can be effective as planned. However, there are various issues faced which become a challenge for PT. X to reach the target and vision and mission. Until 2020 the financial performance of PT. X still recorded a loss, the company's revenue until 2020 continues to decline, and the company's health level is still in a “LESS HEALTHY / BBB” condition. Based on the results of interviews and discussions with several top level management and analysis using Current Reality Tree (CRT) analysis, it was found that the root cause of the low company's performance is due to the incompatibility of the performance management system currently implemented which focuses more on financial aspects and aspects that are short-term. For this reason, a new performance management system that is relevant and can accommodate the needs of the company is needed so that the company can improve its performance. The purpose of research is to determine the appropriate Performance Management System framework and to design a new Performance Management System from the selected framework. A framework that will be used in this research is Integrated Performance Management System (IPMS). IPMS framework is designed 5 (five) stages including foundation, basic information, design, implementation and refreshment. According to the design stages of the IPMS, the detail analysis of the internal and external factors of the company, including analysis of the company's vision, mission and strategy will be conducted. The data obtained from interviews and discussions with people who are experts in the company and equipped with internal company documents. There are 3 (three) perspectives used in IPMS framework including, organizational output, internal process, and resources capability. This research is proposed 34 KPIs which derived from vision, mission, strategy and business process of the company. By implementing the Integrated Performance Management System, PT. X will be able to solve its problems in improving its performance
