Therefore, many disaster relief organizations spread across various regions to take disaster management actions. This has resulted in a large number of volunteers scattered throughout Indonesia. The National Board for Disaster Management (BNPB) as the agency responsible for implementing disaster management during emergency response has issued guidelines for volunteers in disaster management. Unfortunately, the current mechanism that has been published by BNPB is still not well implemented. Several factors cause the current mechanism is still not working properly such as data volunteers are not recorded properly, different emergency plans within organizations that caused misalignment of instructions in disaster location, and ineffective coordination skill between BNPB and organizations. An integrated volunteer management system in Indonesia, which can recruit, allocate and evaluate volunteers systematically is proposed as the solution. This system can manage volunteers during the pre-disaster phase, emergency response phase, and post-disaster phase. The continuous development of an integrated volunteer management system will be run using PDCA cycles. text |
