<b></i>Abstract :</b><i><p align=\"justify\"> <br /> This study is aimed at exploring the participation of the community in developing tourism objects and attractions in the rural areal through the evaluation of interactions process between the government, the tourism manager and the local community, identifying advantages and influential factors of the interaction process. The analysis of the interaction process uses the \"empowerment of the community\" approach which covers the efforts to create conducive atmosphere, to increase the oppurtunities and protection and to increase the potential of the community. <br /> <p align=\"justify\"> <br /> The result of the study shows that the village and district agencies are not involved in licensing matters, in general small businesses in Pangandaran tourism areal do not have a license. The is due to the gevernment policy which hampers their business by reauiring the minimum areal of 2.000 m2 for hotels. However, without having a license, those businesses still have to pay taxes, and retribution for garbage. This is a contradictory situation. <br /> <br /> Another result of the study shows that there is a tendency of the increase of new corners running businesses in Pangandaran. The number is expected to increase. This is the result of the government policy which gives the opportunity to outside investors to run big scale businesses in Pangandaran. This has hampered the opportunities for the local community in doing their business. The study offers a proposal of development which includes the improverment of the community participation in and understanding the development plan as well as the local community and village institution entrepreneurship.
