Summary:<b></i>Abstract : </b><i><p align=\"justify\"> <br /> New large-scale settlements developments in the urban areas (referred to as new town in the thesis) are an urban phenomenon, which occurred, in the mid of 1980s in Jabotabek, and Kabupaten Tangerang as the study area. Among the settlements are Bumi Serpong Damai, Bintaro Jaya, Tiga Raksa and Citra Raya. According to the history of new town development, such settlements belong to the third generation of new towns (Mark - III); its establishment is motivated by the effort to resolve housing and settlement issues. New town development in the area has a strategic role in the development of main growth centers, capital of kabupaten, industrial estate and new town settlements in Tangerang. Its strategic potentials would include a high population growth, abundance of vacant land, industrial activities and other socio-economic opportunities available to the local government, community and developers. The policy problems identified in the development for new towns in the study area include licensing and government failure (inefficient bureaucracy). With respect to land issues, market failure led to the establishment of settlement enclaves, abandoned land parcels, and uncertainty in terms of time and compensations awarded to landowners. Market failure also exists in planning due to limited access to information available to landowners and uncertainty of existing spatial plan. The government has also failed in that a majority of the developers have yet to have spatial plan, which have been legalized by the government due to poor law enforcement. With regards to management, there is no new town development board, which oversees the interest of the government of Kabupaten Tangerang, developers and community as the stakeholders. To resolve the above problems, several policy alternatives are recommended which include improvement in market mechanism, regulation and deregulation. providing incentive and disincentive, and the provision of revenue for and protection by the government.
