Based on these conditions, inclusive development discourses come up as a breakthrough, where empowerment is one of the strategies. Literature has been debating on the various of institutional models on empowerment practice approach, there are: top-down, bottom-up, and collaboration. Instead of institutional models, this study has assumption which an empowerment practice is not based on the institutional model or the initiator, but a number of the change that occurred and how it can be occurs. Through a social learning perspective, this study attempts to explore the empowerment practice in case of managing malnourished problem for children under-five in Cisaranten Kidul, Bandung, by analyzing the social change from a number of translations in relation. text
