competence once they enter school. More than half of preschool-age children in
Indonesia did not enroll in pre-primary education, which has caused The Gross
Enrollment Ratio to significantly dropped in the past few years. Poverty, parents'
education, and the quality of ECE are still way behind the targetted number.
However, there is some potential to reduce the gap. Research has found that lowincome
children's development were rated higher in centers with high quality.
