<b>Abstract:<p align=\"justify\"> <br /> With regard to the availability of the fund for the development and improvement of industrial sector in general is very insufficient, as well as the moderate capacity amount of mastering and application of industrial technology, management and technical skill labor, with all of that malice aforethought government can\'t possibly develop all kind of industrial sectors at one time.<p align=\"justify\"> <br /> One option in attempt to move on industrial sector development program, which is, can be preceded is to determine particular industrial sectors that obtain progress priority. To determine which sector those obtain the progress priority, there must be implanted upon particular criteria that emphasized out which industrial sectors are worth favored Criteria that have recourse to this experiment are how elevated the advance of optimal outturn rate, coefficient excess rate, how elevated is the total of the aggregate measure, how elevated is the total of dependence for every industrial sector rate, how elevated is income multiplier effect type II and also how elevated is employment multiplier effect type II.<p align=\"justify\"> <br /> By providing a view to the outcome of data processing that is the mark element that achieved by each industrial sector, both the first as well as the second element. So that can be advanced several options or policy scenario in determining which national industrial sector that receive the progress priority, that are:<p align=\"justify\"> <br /> 1. Option or Policy Scenario I <br /> Assumption: Outturn structure and conclusive demand at the year of 2005 relatively stabile and has no significant disturbance. <br /> Industrial sectors that obtain first progress priority or categorized as well-liked industrial sector, are: <br /> Sector 40 (chemistry manufacturing sector); sector 34 (cigarette manufacturing sector) and sector 48 (electric instrument, equipments and apparatus manufacturing).<p align=\"justify\"> <br /> 2. Option or Policy scenario II<br /> Assumption: with the aim of plummeting the dependency rate on imported commodities indonesia has to set their priority on<br /> industrial sectors, which include their own natural resources both agro industry as well as mineral natural reources. <br /> Industrial sector that receive the first progress priority or categorized as popular industrial sectors, are: <br /> Sector 38 (paper, paper ware manufacturing sector) and sector 34 (cigarette manufacturing sector).<p aign=\"justify\"> <br /> 3. Option or Policy Scenario III <br /> Assumption: With the aim to boost up Indonesian industry competitive awareness industries that receive progress priority are industries, which are, not distort to the market mechanism both monopolistic as well as oligopolies. <br /> Industrial sectors that receive first progress priority or categorized as popular industrial sector, are: <br /> Sector 40 (chemistry manufacturing sector) and sector 48 (electric instrument, equipment and apparatus manufacturing sector).
