In practice, housing reconstruction schemes can quickly shift to contractual schemes to meet the demands for completion. The problem studied is that the involvement of contractors in post-disaster reconstruction has not yet been accommodated, even though contractors have the competence and capacity to reduce disaster risk in the future. This study aims to map the practice of rebuilding of houses, as the role of contractors in their effort to reducing disaster risk, with the case study of post-disaster reconstruction in Central Sulawesi (2018). An overview of the regulations for the contractual scheme in post-disaster reconstruction, as well as the factors supporting and inhibiting the construction of earthquake-resistant houses is also explained. Data collection was carried out by interviewing 7 stakeholders and distributing questionnaires to 5 contractors involved in the construction. Data analysis was carried out by descriptive qualitative analysis, comparative analysis, and descriptive statistical analysis. The findings of the study show that the regulations of the contractual scheme for in situ housing construction has not been regulated since the beginning of the implementation of the housing sector reconstruction, the requirements for contractor also insufficient to ensuring the competence of the recommended contractor. The role of contractors in the construction of earthquake-resistant houses, as their effort to reduce disaster risk, is still limited to their task of carrying out house construction. The main factor that can support contractors to build earthquake-resistant houses is the availability of construction materials, while the main inhibiting factor is the shortage of labor. The practice of post-disaster reconstruction in Central Sulawesi by the majority of contractor respondents can be considered good, however overall, the availability of detailed drawings, technical guidance, and lack of supervision in the field still need attention. text
