Semarang Distribution Pipeline Project is developed to improve ZEE business in Semarang by connecting Gas Supply from Tambak Lorok Station to existing facilities utilizing 8 inch of pipeline diameter. There are two alternative route regarding connection from gas supply in Tambak Lorok to the existing facilities, using ROW of Railway or using ROW of Highway, this research is aiming to obtain the best alternative route to gain maximum benefit to ZEE in executing the project. The methodology used in the research is qualitative by having interviews with the respondent which has experience in project and also strengthen by literature review related to project management and perform field observation. It’s found that dominant factor affecting the route selection of Semarang Distribution Pipeline Project are constructability, Investment cost, duration of completion, easiness in obtaining permit, number of existing utilities, potential customer, easiness of O&M and social Issue. Afterward, the researcher determine weight factor of dominant factor from major respondent to obtain the best alternative route selection. In the end, utilizing ROW of railway was the preferred pipeline route in Semarang Distribution Pipeline project because this route contains lower investment cost and generates high benefit. text
