Summary:Public Private Partnership (PPP) is currently a scheme that is widely used to build infrastructure projects in the world. The current phenomenon in Indonesia is that State Owned Enterprises (SOE) are then involved in PPP as a Business Entity representing private clusters in the investment consortium (Investors). The large number of PPP projects that involve Indonesia construction SOE usually causes organizational learning to occur in these SOE’s and collective learning in the Construction SOE cluster related to PPP. This research explores the occurrence of collective learning in the construction SOE cluster in Indonesia by making the PPP project as a case study to reveal the process of collective learning in complex institutions such as in PPP and the process of diffusion and acceptance of knowledge to a higher level, namely the organization then to the cluster level. By using a learning framework based on the conversion of knowledge, the learning process at each level is analyzed, and the process of moving to a higher level, namely organization, becomes diffused and becomes a rule of system in the cluster. This learning framework is a concept that is developed in this research to analyze learning in industrial clusters with organizations which learning is project-based.
