The extreme weather that occurred on January 22-24 2019 in the Makassar City area caused 61 sub-districts spread across 13 districts/cities to be flooded. Therefore, the construction of Jenelata dam is planned. Jenelata dam with a watershed area of 221.22 km2 is a dam to be built in Gowa Regency, South Sulawesi. One of Jenelata dam main components is spillway which has a function to overflow excess water in the reservoir so it will not exceed the design capacity which could potentially damage the dam. The spillway is designed with side spillway type with a length of 882.60 m from flow guide channel to stilling basin. Because every dam has a potential of dam break due to disasters such as earthquake or other events that can cause the dam break, an Emergency Action Plan is required to minimize losses through ensuring the safety of life and property. Flood hydrograph modeling caused by dam break is modeled with HECHMS resulting the most extreme dam break scenario is caused by overtopping with peak discharge of 48726.47 m3/s. Flood inundation modeling is modeled with HECRAS, where the inundation area caused by overtopping is 20842.48 ha. The results of the inundation map are then used as the basis to determine hazard zone on the flood inundation area and draft an Emergency Action Plan in the form of evacuation map and early warning system. text
