Summary: | Before the digitalization era, the procurement process was done conventionally using the paperbased method. Angkasa Pura II has been implemented the procurement process with a conventional method until 2015. In 2016, Angkasa Pura II started to develop and implement an e-procurement system. Since then, the e-Procurement system in Angkasa Pura II has three prior activities, one of them is e-catalog. Since the implementation of e-catalog in 2016, only a few users have regularly used it, while some other users did not make any transactions. There is an indication that the e-catalog system is not utilized maximally.
This research uses qualitative methodology with the primary data are collected from the interview. This research is expected to review whether the benefits that users get are already-fit the expectation. This research is also expected to identify potential issues in the lack of utilization of the e-catalog system. This research will offer suggestions so that the e-catalog system can be used optimally.
The results of this research showed that users have five from nine expected benefits, which are (1) Cheaper Price and Standard Price from category Cost; (2) Faster Process and Time-Saving from category Time; (3) Process Transparency from category Reduce Corruption; (4) Simple/Easier Process and Digitally Accessible from Category Hassle-Free and Ease of Operation; (5) Updated Data from category Better Reporting and Management. This happened because of some issues. Root causes from those issues are gathered by using Fishbone Diagram, which includes: (1) No Periodical Socialization/Training after implementation; (2) No Improvement/No Periodical Evaluation; and (3) Urgent/Special Need from Top Management.
The proposed recommendations that might solve those problems are divided into three
recommendations which will be ranked by priority. The priority is calculated based on Cost and Impact. Two recommendations can be included into top priorities that offer low cost and high impact to the success of system e-catalog implementation, which are (1) Arranging socialization and training, creating a helpdesk, and (2) carrying out the periodical evaluation.
Similar research in the future can be carried out by adding more participant samples and including external parties (vendors). Therefore, the root causes can be looked at from the perspective of the external parties. |
