Due to the large size, various methods and programs have been tried to resolve the congestion, but no solution has been found that can effectively reduce the congestion rate. ERP is a policy of imposing fees for motorized vehicle users who use certain roads which are carried out automatically. ERP is quite promising in solving congestion problems, and this can be seen from the success of cities that implement it. However, there are several shortcomings found in the existing ERP system, including the technology used now is excessive in terms of operational costs and functionality, drivers who are automatically fined if they pass through the gantry with insufficient balance, the lack of notifications when users pass through the gantry or enter the ERP zone, and ERP tariff changes, and the unavailability of a feature to view payment history. For this reason, the system made solves existing problems using RFID technology, creates an indirect payment system, provides notifications on applications, and provides payment history features. The system is built using Arduino for data transmission, Spring Boot for Back End development, web display for administrators, and Android applications for riders. Tests have been carried out on the system that has been made, and the specified functionality has been met. The test results are considered good and it is found that the driver will get a notification no later than 10 seconds. The system that has been built has fulfilled the purpose of this final project, but still finds some shortcomings that need to be developed further, such as improving delivery notification performance and looking for alternatives so that data sending does not hinder the RFID reading process. text |

Congestion is a problem that is often found in big cities. Due to the large size, various methods
and programs have been tried to resolve the congestion, but no solution has been found that
can effectively reduce the congestion rate.
ERP is a policy of imposing fees for motorized vehicle users who use certain roads which are
carried out automatically. ERP is quite promising in solving congestion problems, and this can
be seen from the success of cities that implement it. However, there are several shortcomings
found in the existing ERP system, including the technology used now is excessive in terms of
operational costs and functionality, drivers who are automatically fined if they pass through
the gantry with insufficient balance, the lack of notifications when users pass through the gantry
or enter the ERP zone, and ERP tariff changes, and the unavailability of a feature to view
payment history.
For this reason, the system made solves existing problems using RFID technology, creates an
indirect payment system, provides notifications on applications, and provides payment history
features. The system is built using Arduino for data transmission, Spring Boot for Back End
development, web display for administrators, and Android applications for riders.
Tests have been carried out on the system that has been made, and the specified functionality
has been met. The test results are considered good and it is found that the driver will get a
notification no later than 10 seconds. The system that has been built has fulfilled the purpose
of this final project, but still finds some shortcomings that need to be developed further, such
as improving delivery notification performance and looking for alternatives so that data
sending does not hinder the RFID reading process.
