Summary: | Smart city is one of the city management concepts adopted in Indonesia. The city of Padang Panjang
has begun to apply this concept in developing the potential of the city. In the early stages of smart
city development, the city of Padang Panjang prioritized the development of an electronic-based
government system and digital-based public services which are part of one of the dimensions of a
smart city, namely smart governance. Several problems related to smart governance were
encountered, such as the low use of ICT by the community or government and the lack of data
integration between government agencies. As a priority dimension, the research was conducted to
find out how the implementation of smart governance in realizing Smart City in the city of Padang
Panjang. This is done by setting research objectives, namely; 1. describe and determine the factors
that influence the implementation, 2. evaluate the implementation of smart governance by measuring
the maturity level. 3. formulate recommendations for the development of smart governance. The
method used in this research is qualitative and quantitative. Primary data collection is done by means
of interviews and observations. Meanwhile, secondary data was obtained from related agencies and
document review. Data analysis was carried out using content analysis, qualitative descriptive and
scoring analysis methods. From the analysis carried out, it was found that the implementation of
smart cities, especially in the dimensions of smart governance, was quite good from the implementing
side. This can be seen from the achievement of the program implementation contained in the action
plan according to the set targets. Then the factors driving the success of implementation were found,
namely the availability of theoretical foundations and technological support, clarity and consistency
of policy content, allocation of financial resources, socio-economic conditions, support from the
public, support from authorized superior agencies or institutions and the commitment and ability of
implementing officials. While the inhibiting factors are the diversity of behavior of the target group,
the large percentage of the target group to the total population, the integration between implementing
agencies or agencies and limited access to outsiders. From the analysis of the maturity level of smart
governance, it was found that the dimension of smart governance is at the managed stage, marked by
the integration of public services, the use of ICT in governance and increasing community
participation in development. |
