EFFICIENCY OF LARGE-SCALE SOCIAL RESTRICTIONS POLICY IN HANDLING THE SPREAD OF COVID-19 USING DATA ENVELOPMENT ANALYSIS METHOD (CASE STUDY: WEST JAVA PROVINCE)

cases is still increasing, so a strategy or effort is needed to suppress its spread.
The Indonesian government on March 31, 2020, through the minister of law and human
rights, issued a large-scale social restriction policy which is one of the strategies or
efforts to suppress its spread. Large-Scale Social Restrictions to suppress the spread
of CoronaVirus Disease 2019 (COVID-19) are increasingly widespread. These actions
include restrictions on certain activities of residents in an area suspected of being
infected with CoronaVirus Disease 2019 (COVID-19) including restrictions on the
movement of people and/or goods for a particular province or district/city to prevent
the spread of CoronaVirus Disease 2019 (COVID-L9). ). These restrictions are at least
carried out through school and work holidays, restrictions on religious activities,
and/or restrictions on activities in public places or facilities. (Government Regulation,
21/2020)
The implementation of Large-Scale Social Restrictions (PSBB) issued in government
regulations was initially carried out to reduce the number of spreads in the capital
Jakarta as the center of government, but with the nature of the spread of the disease
that knows no administrative boundaries, so that in a relatively short time its spread
has reached regencies/cities. which is adjacent to the capital city of the country whose
administrative area is in the province of West Java.
Following up on the above and the implementation of the central government policy,
the West Java Provincial Government implemented the same thing by issuing aiv
provincial scale PSBB policy which would be guided by the Regency / City as a policy
derivative.
Based on cumulative data for confirmed cases in West Java until June 17, 2020, there
were 2319 positive cases, with 26 deaths and 18 recoveries, the accumulation of
positive cases is still on an upward trend, meaning that every day the number of positive
cases increases. Based on this data, the local government issued a Decree of the
Governor of West Java Number.443/Kep.240-Hukham/2020 concerning the
implementation of Large-Scale Social Restrictions in the Bandung City area, Cimahi
City, Bandung Regency, West Bandung Regency, and Sumedang Regency in the context
of Accelerating the handling of CoronaVirus Disease 19 (Covid-19).
In implementing policies, it is necessary to evaluate policies carried out in this case
Large-Scale Social Restrictions, whether they can be the answer and succeed in efforts
to suppress the spread of COVID-19 in Indonesia in general and in the West Java
Provision in particular to identify the effectiveness of policy choices taken by the
government. the spread of Covid-19, to identify the spread of Covid-19 before the
enactment of PSBB, identifying the distribution of Covid-19 after the implementation
of the PSBB, and identifying the effectiveness ranking in each city/district in West Java
Province using the Data Envelopment Analysis method which is a quantitative
approach using confirmed case variables as input and as output using population
density and urbanization rate variables. Population density and the rate of
urbanization have a different effect on the efficiency level of implementing the PSBB
policy in the Province of West Java. |
