Summary: | The Ciliwung river basin is one of the river basins in a very critical condition and
has degraded its hydrological function, resulting in continuous flooding in the
Ciliwung river basin, especially the middle and downstream parts. One of the
reasons for the degradation of hydrological functions in the Ciliwung river basin is
land conversion or land use changes, considering the increasing demand for land
for residential activities. Control of spatial use aims to realize the use of space in
accordance with the spatial plan and suppress the rate of change in land use has
not been effective. The contributing factors are overlapping roles and authorities
and weak coordination between agencies, as well as the lack of stakeholder
participation. The research entitled "Stakeholders Analysis in Controlling Spatial
Utilization in the Ciliwung River basin as an Effort for Flood Risk Reduction", aims
to examine the pattern of interaction and assess the level of interest and power of
the actors involved in the implementation of spatial use control in the Ciliwung
River basin as an effort to reduce flood risk.
This study uses a qualitative approach with secondary data and primary data.
Secondary data is literature studies from spatial plans, agency strategic plans,
books, research journals related to actor analysis, social network analysis, and
spatial use control, articles, popular sources or also through websites. While the
primary data was obtained through interviews and Focus Group Discussions
(FGD). The content analysis method for analyzing secondary data is spatial plan
documents, strategic plans and primary data, namely transcripts of Focus Group
Discussion (FGD) results and interviews. Social network analysis (SNA) is used to
identify the interaction patterns of actors involved in controlling the use of space in
the Ciliwung river basin. Descriptive analysis is used to describe the roles of actors
and their interaction patterns as well as to describe the level of importance and
power of actors in controlling the use of space in the Ciliwung river basin. Theiv
variables studied consisted of the implementation of space utilization control
instruments (Zoning Regulations, Licensing, Incentives/Disincentives, and
Sanctions), guidance, supervision and rehabilitation.
Based on the results of the analysis, the actors involved in controlling the use of
space in the Ciliwung river basin already include government and non-government
elements. From the central government (Dirjen Pengendalian dan Penertiban
Tanah dan Ruang Kementerian ATR/ BPN, Dirjen Pengelolaan Daerah Aliran
Sungai dan Hutan Lindung Kementerian LHK, Dirjen Sumber Daya Air
Kementerian PUPR, BPDASHL CC, BBWS CC, dan POLRI), local governments
(Regional Head, DPRD, Bappeda, Dinas PUPR, DPMPTSP, Dinas Lingkungan
Hidup, Satpol PP, Kecamatan, Kelurahan dan Kantor Pertanahan), and nongovernment elements (business actors, community, community groups, media and
academics). The results of the Social Network Analysis (SNA), the interaction
pattern identified illustrates the absence of interaction between local governments,
where the central government is the intermediary. Although there is good
interaction between agencies within a local government, limited human resources
are an obstacle in controlling space utilization. The important actors identified
based on the interaction pattern are BBWS CC and the Director General of Land
and Spatial Control and Control (zoning regulations), DPMPTSP (Licensing), in
the implementation of incentives and disincentives in the regions, the authority and
mechanism are still unclear, the Director General of Land and Spatial Control and
Control (Imposition of Sanctions), Community groups (Guidance). Community
groups and the Director General of Land and Space Control and Control
(Supervision), Community groups and BPDASHL CC (Rehabilitation). Actors who
have a high interest and power in controlling the use of space in the Ciliwung river
basin are dominated by the central government which has the authority in terms of
policies for controlling the use of space in the Ciliwung river basin. |
