Summary:The Movement Towards 100 Smart Cities in 2017 which was initiated by the Central Government has an impact on regencies and cities in Indonesia to have a smart city concept in their regional development. Generally, smart city policies in regencies/cities in Indonesia are oriented towards the results of programs and activities carried out without first identifying the local characteristics that characterize the region, so that what is produced between one region and another is the same thing and does not show their local identity. Bogor City is one of 25 regencies/cities in Indonesia as a smart city pioneer. The smart city policy of Bogor City is a development of the 2013 e-government master plan and then transformed into a smart city master plan which contains an action plan for 5 years. This study aims to develop dynamic governance capabilities in smart city policy in Bogor City. The design of this study used mixed methods, a quantitative approach was carried out by distributing questionnaires to 100 residents of Bogor City to identify the components of a smart city using an 8 (eight) layers framework then analyzed by statistics descriptively with means value. Meanwhile, a qualitative approach is used to identify dynamic governance capabilities consisting of thinking ahead, thinking again and thinking across in smart city policy in Bogor City. And formulate dynamic governance capabilities for the development of the smart city concept in Indonesia. The results obtained from this study are that the people of Bogor City have high hopes for smart city policy to facilitate activities and mobility without losing the local identity. Furthermore, the smart city policy in Bogor City actually starts from the ability to think again where the policy starts from the process of evaluating existing policies and redesigning them to get better quality. Lastly, dynamic governance capabilities is an ideal approach that can be used to identify components in the 8 (eight) layers framework for the development of the smart city concept in accordance with the characteristics of the Indonesian region
