The use of groundwater can lead to depletion of groundwater. On the otherhand, groundwater contamination is due to anthropogenic sources.The emergence of the problem is sustainability of groundwater, therefore an assessment of the quality and quantity of groundwater is needed. This study aims to prove that an assessment that considers socio-economic, environmental and institutional aspects with SWOT elements can be a tool for developing groundwater management strategies so the result are groundwater assessment and management strategies in Pangandaran Coast area. Based on results of quality analysis, Total Dissolved Solid value in some points exceeded the quality standard requirements for class 1 water, the concentration of Cl- which is close to the maximum permissible level, only 6 of 26 measurement points for Total Coliform and 2 of 26 measurements points for the amount of fecal coliform doesn’t exceed the requirements for class 1 raw water. The amount of dynamic groundwater reserves is 62.7844 liters/second, assuming the amount of groundwater use in Pangandaran is 38.92082 liters/second, so the groundwater reserves are 23,86358 liters/second. The development of the assessment that has been carried out by considering the environmental, socio-economic, legal and institutional aspects gets a scoring value from the determinants of each aspect, namely 7.5 and 7.124. The development of this assessment is a more comprehensive assessment that includes components that interact with the presence of groundwater. These components are from the sustainability aspect, namely environmental, socio-economic, legal and institutional aspects. text
