At the same time, events may also act as an alternative exhibition space and distribution for cultural art products which are also spearheads of tourism. The Special Region of Yogyakarta (DIY) is a region that boasts its tourism sector and has a development focus to build a culture-based tourism, where one form of art and culture that is growing rapidly being film. Organization of film festivals as events is likely to influence the development of the tourism sector, film industry; while supporting the development of a culture-based tourism in DIY. However, the potential influence that can be generated from film festivals to the tourism sector is rarely taken into account, and vice versa. A limited understanding of tourism by relevant stakeholders may be the reason why there is no comprehensive event/festival planning and policy on events/festivals. This study aims to identify the development of film festivals as event tourism in the city of Yogyakarta, by taking case studies of the Jogja-Asean Netpac Film Festival (JAFF) and the Documentary Film Festival (FFD). The author uses an exploratory approach to study event tourism supply and demand, the process of organizing a film festival, the development of tourism programs in the form of events, and stakeholders' understanding of tourism in the city of Yogyakarta. The author conducted purposive, semi-structured in-depth interviews with stakeholders such as the government, film festival organizers, film communities, and other supporting elements of event tourism. The author finds that although there is an increase in both supply and demand of event tourism and specifically fo film festivals, the organization of JAFF and FFD as event tourism have yet to be supported by the comprehensive participation of wider tourism stakeholder be it through programs or collabortion. Since most stakeholders involved have yet to understand event tourism, positive net effects produced by each stakeholder to support JAFF and FFD as event tourism is minimal. Therefore, planning and organization of festival films need to be integrated into tourism planning as part of event tourism.
