This study aims to address the issue of electronic waste (e-waste) management to serve both answers to secondary raw materials supply and waste responsible handling from the perspective of municipal government. Drawing upon the case of Bandung City, Indonesia, this study explores and proposes an integrated and sustainable e-waste management, focusing on the collection system, by employing a scenario analysis using system dynamics modelling and simulation, enriched with economic, environmental and social aspects evaluation as the keys for sustainability measures. Two alternative scenarios are proposed based on stakeholders’ collaboration: 1) moderate e-waste collection and Public-Private Partnership (PPP) in which the government collaborates with community and/or non-profit organisations and industries; and 2) extensive e-waste collection and PPP in which the collaboration with scavengers from informal sector is added. It is found that the best scenario to achieve sustainability is the extensive e-waste collection and PPP since the highest environmental and social impacts are achieved. Then, short- and long-term plans are introduced to cushion high economic cost incurred by employing the moderate e-waste collection and PPP first to establish the collection, treatment and disposal network and proceed to the extensive scenario for the long run. The results of this study contribute as the continuance of Integrated E-Waste Management (IEWM) concept and enrich the modelling and simulation studies of e-waste management, especially using the case of developing country which has its unique characteristics. All related stakeholders including the government, communities, non-profit organisations, informal actors, industries and the citizen can benefit to know their roles and potential collaborations in e-waste management to achieve environmental, economic and social sustainability. text |
