The innovation in this program is the establishment of eight Main Performance Indicators (IKU) that universities need to follow and fulfill. The establishment of this IKU targets three main objectives, graduates are easier to find jobs and earn a decent income, lecturers better understand the needs of society and industry, and a curriculum that more collaborative and increase problem-solving skills. So, it is hoped that higher education in Indonesia can improve and move faster so that it can compete at the world level. With the Ministry of Education's program, every university needs to be able to adjust to the Main Performance Indicators (IKU) that have been determined. The method that universities can use in order to adapt to this program is to implement a Performance Management System (PMS). Most of the tertiary institutions do not have PMS which can present the eight Main Performance Indicators. Therefore, the aim of this research is to design PMS that have been integrated with the eight IKU from Ministry of Education so that it can make it easier for universities to achieve and fulfill these indicators. In this study, the college used as the object is Pertamina University. In this study, the PMS used was the Knowledge-Based Performance Management System (KBPMS). KBPMS has three perspectives, organizational output, internal processes and resource capabilities. This perspective is also divided into several aspects of the criteria and for KPIs that have been prepared by the Ministry of Education and Culture will be integrated into non-financial aspects from the perspective of organizational output. In addition, these eight IKUs will also be cascaded into more specific and interrelated indicators, then each IKU will also be directly monitored by the vice rector whose responsibility is relevant to the IKU. The process of decreasing the KPI is carried out so that the assessment process can be more targeted. Then the results of the assessment of the indicators on the KBPSM will try to be simulated using Microsoft Excel and BI power so that it can be more flexible to change and the visualization can be monitored easily. The limitation of this research is that the object of research is concentrated at Pertamina University and eight IKUs from the Ministry of Education and Culture, as well as research conducted based on existing data from December 2020 to April 2021. The plan for implementing the KBPMS is expected to start in June and the process will last as long as eight months so it can be finished in January because the selection stage for the Miniter of Education program usually starts in February. text |

This year, the Ministry of Education and Culture is innovating by creating a transformation program aimed at universities. The innovation in this program is the establishment of eight Main Performance Indicators (IKU) that universities need to follow and fulfill.
